Administration, on all salt exported to China from the Colony not being in transit under sealed hatches and covered by Chinese
Customs documents.
(c). The payment to the Hongkong Government of a export tax of 82.50 per picul on all other exported salt except for the use of vessels engaged in the fishing industry; with a proviso enabling the Governor to reit the tax in his discretion. Some salt comes here from Annam in transit to Macao and it might be convenient to have the power to remit the export tax in such a
case.
(d). The imposition of a duty of 20 cents per picul on salt issued from Government Warehouses to vessels engaged in the fishing industry. It is calculated that this is equivalent to the indirect tax at Mincno through the Salt Farmer.
The revenue to be derived from (a) is estimat- -ed by Mr. Hutchison at $170,000 per anum; and that from (d) at $52,000 per annum, on the supposition that increased control will reduce the demand by 25%.
The expenditure is estimated at $25,000 & year, leaving a nett revenue of nearly $200,000 per annum. This estimate is conservative.

As the proposals herein affect the Customs Convention the negotiation of which I am taking up with His Majesty's Minister at Peking, and the proposals which in your code telegram of the 24th. December you have instructed me to Lake with a view to equalising the revenue and expenditure of the Colony, I shall be obliged if you would convey your decision to me, if possible, by tele raph.

Mr. Hutchison learned in his interview with
the Governor of Macao that the Salt Konopoly at Macao will be relet in May and that under the law of the Colony, which cạn only be changed by the Central Goverment in Lisbon, the letting
will be for 5 years.
